One last reason I doubt this :
One letter from an enlisted person to their congress(wo)man
would incite a firestorm.
of course the congress person would care less what the Navy eats , he or she docent eat that stuff.
but the amount of free publicity would be priceless come re-election time.
and that's the Legal tender for congress.
