Have you tried contacting Kitchen Arts and Letters (http://kitchenartsandletters.com/auto-draft-3/)? They were really helpful when I was looking for some older magazines. It was a few days after I submitted the form until they responded. Also, Adam Kuban had an article on Serious Eats about the Jan 1941 issue (https://www.seriouseats.com/2009/10/first-premiere-issue-of-gourmet-magazine-january-1941-vol-1-issue-1.html), his contact info is on that page, perhaps try reaching out to him.
