Well, I've no idea of availability in Canada but here, the 'bubbles' or 'pearls' of tapioca are sold separately (in multiple colours) for home consumption. The tea itself is just that a cup of sweet milky tea. There are several recipes on the internet - search for 'pearl tea recipe'.
