Union Square Cafe!

Hearth has a fun bar area where you can see through the pass-through to the kitchen. Ouest is also a fun place to eat at the bar, though I prefer the other two restaurants over it in most cases.

I'll be all over the city, so any neighborhood is fine. I heard eating at the bar at Gotham bar and grill is pretty good as well.
