I find that I’m going to be in Seattle on Friday attending a dinner near Pine St. and 7th Ave.

My preference would be to park close-by and walk to a nice venue for happy hour, but many of the threads on eGullet seem to indicate that “you won’t want to go to any of the places you can walk to.”

Licorous looks good but not that close.

What would you recommend?

I did not consult a map but I seem to remember pine being downtown. If this is the case, i recommend Vessel for happy hour especially some woodford reserve. Otherwise if near pike place market the Zig Zag cafe is a great place.

Vessel, Zig Zag, Licorous, and Sambar are my favorite cocktail spots in Seattle. Vessel's happy hour food offerings aren't that much of a deal, as I recall, so you could probably even show up a bit late without much penalty.

Since you're eating dinner later, I'd second the Vessel recommendation; they have some small plate offerings and you'd be just a block or two away from your final destination.

I haven't been to Purple yet, but if you're looking for wine rather than cocktails that might be a better option.
