Is there any reason why this particular HMart has absolutely no heater inside?

I thought it was a fluke once or twice, but after yesterday I truly dont believe they have a heater installed in the bottom floor.

I was getting over the flu and I felt great yesterday morning, drove there, went in and walked around for 45 minutes shopping.

I had a bad sore throat by the time I left!

I think it is constant 40 degrees inside
