Puffed starch pieces?

on page 319 of modernist cuisine volume 3, there is a picture of a chicken leg coated with "puffed starch pieces." unfortunately, there isn't a recipe that corresponds with the image.

any tips on how to make "puffed starch pieces" or where to buy?
