I'd pick Union (3 exceptional courses for $20/pp) and go all out on wine. :)

Have you done Rover's for lunch? Actually, I should probably ask what restaurants you've already been to and the kind of food your friend likes to eat, first, before I start throwing out suggestions. My apologies.

I was also going to suggest either Rovers or Union.

You could go all out at Troiani for dry aged steaks. Or the Met.

Or Kobe burgers at Fish Club.

Dahlia Lounge or Etta's are also good options, downtown. Or the Georgian, at the Fairmount Four Seasons Hotel.
