Yes, the Bubbles Bar is indeed the bar that has always been in Guy Savoy. It's just the menu that's new. I called, and was told that: the dress code is the same as the restaurant (coat and tie suggested, but not required); no reservations are accepted at the bar.

I was at Savoy a few days ago, on a rather spontaneous trip to Vegas. I arrived about 15 minutes early, so I waited at the Bubble Bar, where I noticed their menu. Franck Savoy told me that they were having some trouble with getting tables in the bar area, so for now they only have low ones. Soon, there will be mostly high cocktail tables with bar stools for having quick bites with champagne.

Has anyone heard of/been to Guy Savoy's down-scaled restaurant, Bites & Bubbles?

Sounds like a great idea, I really want to try that soup, and unless I win the lottery or at the slots, I won't be getting into the regular Guy Savoy anytime soon.
