Candied Pistachio Flour ?

Saw a picture of a dessert "Guanaja & honey tart, Jivara ganache with candied pistachio powder" My question is does anyone know how to make candies pistachio flour ?  I did ask the person who posted the picture but no responce yet. Thanks !

It seems counterproductive if you're grinding something candied.
