Samovar?

Is this a samovar?  I attach 4 photos.   Photos 1 and 2 are of the outside, 3 shows the heating element inside, and 4 of writing on the _inside of the base which seems to be Russian?  Can anyone decipher the writing?

I would say so.

 

Can't make out the first line of the Russian. It doesn't say 'samover', though. That is 'самовар'. The rest is just serial numbers and manufacturers codes.

 

Perhaps, member @chefmd can help with the first line.

This is an electrical samovar.  The writing mentions the manufacturer Minmestprom. ministry of the local production, of РСФСР which is an abbreviation used for Russia as part of the USSR.

 

50 Hz, 220 Volt.
